Preheat the oven to 350 degrees F (175 degrees C). Grease and flour one 9-inch round cake pan.
In a large bowl, mix together the cake mix, eggs, oil, and cherry pie filling. Pour the batter into the prepared pan.
Bake in the preheated oven for 35 to 40 minutes, or until a toothpick inserted into the center of the cake comes out clean.
Allow the cake to cool in the pan for 10 minutes, then turn out onto a wire rack and cool completely.
In a large bowl, beat together the heavy cream, cocoa powder, sugar, and vanilla extract until stiff peaks form. Spread the whipped cream over the cooled cake.
Sprinkle the chocolate chips over the top of the cake.
