In a medium bowl, combine the soy sauce, ketchup, honey, vinegar, oil, garlic powder, ginger, red pepper flakes and black pepper. Add the pork cubes and mix until evenly coated. Cover and marinate in the refrigerator for 30 minutes.
In a shallow dish, mix together the cornstarch and water. Dip the pork cubes in the cornstarch mixture and shake off the excess.
Heat the vegetable oil in a large skillet over medium-high heat. Fry the pork cubes until golden brown, about 5 minutes. Pour in the marinade and bring to a boil. Reduce the heat to low and simmer until the pork is cooked through, about 10 minutes.
Serve the pork over the cooked white rice.
