Preheat oven to 350 degrees F (175 degrees C). Grease and flour a 9×13 inch pan.
In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla. In another bowl, sift together the flour, baking powder, baking soda, cinnamon and nutmeg. Beat this mixture into the creamed mixture alternately with the honey and orange juice. Spread evenly into the prepared pan.
Bake for 30 to 40 minutes in the preheated oven, or until a knife inserted into the center of the cake comes out clean. Let cool in pan for 10 minutes, then turn out onto a wire rack and cool completely.
In a medium bowl, whisk together the confectioners’ sugar, orange zest and enough orange juice to make a thick glaze. Drizzle over the cooled cake.
