Preheat oven to 375°F. Grease two baking sheets with butter.
In a medium bowl, cream together butter and sugar until light and fluffy. Beat in vanilla and egg.
In a separate bowl, whisk together flour, baking powder, and salt. Gradually mix dry ingredients into wet ingredients until combined.
Stir in coconut and chocolate chips. Drop dough by teaspoonfuls onto prepared baking sheets, spacing them about 2 inches apart.
Bake 8-10 minutes, or until cookies are lightly golden. Cool on baking sheets for 3 minutes, then transfer to a wire rack to cool completely.
In a small bowl, stir together condensed milk and remaining coconut. Spread 1 teaspoon of mixture onto the bottom of each cookie. Place the remaining cookies on top of the coconut mixture and lightly press together.
