Preheat oven to 375°F. Line a cookie sheet with parchment paper or a silicone baking mat.
In a medium bowl, whisk together flour, baking powder and salt; set aside.
In a large bowl, cream together butter and sugars until light and fluffy. Beat in egg and vanilla until well combined.
Gradually add in the flour mixture, beating until just combined. Stir in the chocolate chips.
Using a cookie scoop or tablespoon, drop dough onto prepared cookie sheet. Place a Hershey's Kiss in the center of each cookie, pressing down gently.
Bake 8-10 minutes or until the edges are golden brown. Allow to cool on the cookie sheet for several minutes before transferring to a wire rack to cool completely.
