In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt. Set aside.
In a large bowl, whisk together the melted butter and sugar until combined. Add the eggs, one at a time, whisking until combined. Add the stout beer, vanilla extract, and Baileys, and whisk until combined.
Gradually add the dry ingredients to the wet ingredients, stirring until combined. Fold in the chocolate chips.
Pour the batter into the prepared baking pan and spread into an even layer. Bake for 30-35 minutes, or until a toothpick inserted in the center comes out clean.
Allow the brownies to cool completely before adding the ganache.
To make the ganache, place the chocolate chips in a medium bowl. Heat the heavy cream in a small saucepan over medium heat until steaming. Pour the hot cream over the chocolate chips and let sit for 2 minutes. Stir until the chocolate is melted and the ganache is smooth.
Pour the ganache over the cooled brownies and spread into an even layer. Allow the ganache to set before cutting and serving.
