In a large skillet, heat the ground beef over medium-high heat, stirring to break up the meat. Cook until the beef is browned, about 5 minutes.
Add the onion, garlic, bell pepper, tomatoes, paprika, oregano and season with salt and pepper to taste. Cook until the vegetables are softened, about 5 minutes.
Spread the beef and vegetable mixture in a 9x13 inch baking dish.
Top with the potato slices and sprinkle with the Parmesan cheese.
Bake for 25 minutes or until the potatoes are tender and the top is golden brown.
Serve hot.
