Preheat oven to 375 degrees F (190 degrees C). Grease a 9x13 inch baking pan.
In a medium bowl, combine melted butter, white sugar, brown sugar, and cinnamon. Stir in milk until smooth.
In a large bowl, combine flour, baking powder, and salt. Cut in 1/4 cup butter until mixture resembles coarse crumbs. Stir in raisins and walnuts (if desired). Add the butter mixture and stir until just blended.
Spread the dough into the prepared pan. Bake for 20 to 25 minutes in the preheated oven, or until golden brown. Cool before cutting into bars.
