Soak the sotanghon in warm water for 15 minutes. Drain and set aside.
Heat the oil in a wok or large skillet over medium heat. Add the garlic and onion, and cook until the onion is soft and beginning to brown, about 5 minutes.
Add the bell pepper, carrot, and cabbage, and cook for about 3 minutes.
Add the sotanghon, soy sauce, black pepper, and sugar. Cook, stirring constantly, until the noodles are cooked through and the vegetables are tender, about 5 minutes.
Stir in the green onions and cilantro, and cook for an additional minute.
Serve hot.
