In a medium bowl, mix together the melted butter, flour, and salt. Gradually stir in the cold water until the dough forms a ball. Roll out the dough and fit it into a 9 inch pie pan.
In a medium bowl, mix together the sugar, cornstarch, and cinnamon. Add the raisins, orange juice, and orange zest and mix until the raisins are evenly coated. Pour the mixture into the prepared pie crust.
Dot the top with the butter. Cover with a top crust, seal the edges, and flute. Cut several slits in the top to allow steam to escape.
Bake in preheated oven for 35 to 40 minutes, or until golden brown.
Cool before serving.
