Preheat oven to 375°F (190°C). Grease cookie sheets.
In a medium bowl, stir together flour, oats, baking powder, baking soda, and salt.
In a large bowl, beat butter with an electric mixer on medium speed for 30 seconds. Add granulated sugar and brown sugar. Beat until combined, scraping sides of bowl occasionally.
Beat in egg and vanilla extract until combined.
Beat in as much of the flour mixture as you can with the electric mixer.
Stir in remaining flour mixture and chocolate chips.
Drop dough by rounded teaspoonfuls 2 inches apart onto prepared cookie sheets.
Bake for 8 to 10 minutes or until edges are lightly browned.
Transfer cookies to wire racks to cool.
