In a small bowl, combine the warm water, yeast, and sugar. Stir to combine and let sit for 5 minutes.
In a large bowl, combine the flour, salt, and cardamom. Add the butter and mix with a pastry cutter or your hands until the mixture resembles coarse crumbs.
Add the yeast mixture and the cream and mix until the dough comes together. Cover the bowl with plastic wrap and place in the refrigerator for 1 hour.
On a lightly floured surface, roll out the dough to a 1/2-inch thickness. Cut out circles using a 3-inch biscuit cutter. Place the circles on a parchment-lined baking sheet and let rest for 10 minutes.
Heat the oil in a large pot over medium-high heat. Fry the circles in batches for 3 minutes per side or until golden brown. Drain on paper towels and sprinkle with cinnamon sugar.
