Butter a 9x9 inch pan. In a large saucepan, combine sugar, butter, and evaporated milk. Bring to a boil over medium heat, stirring constantly. Boil for 5 minutes.
Remove from heat, and stir in marshmallow cream and vanilla. Add chocolate chips, and stir until melted and blended.
Pour into the prepared pan. Let cool, and cut into squares.
