Cut bell peppers in half lengthwise and remove the seeds. Place on a baking sheet.
In a large skillet over medium-high heat, heat olive oil. Add onion, garlic, and jalapeno and sauté until softened, about 5 minutes. Add ground beef and cook until no longer pink, about 8 minutes. Drain off any excess fat.
Stir in taco seasoning, black beans, diced tomatoes, and cooked rice. Cook until heated through.
Fill each bell pepper half with beef and rice mixture. Top with shredded cheese.
Bake in preheated oven for 25 minutes, or until peppers are tender and cheese is melted.
