Preheat oven to 350°F (175°C). Grease an 8x8 inch baking pan with butter and set aside.
In a medium bowl, mix together the flour, baking powder, baking soda, and salt. Set aside.
In a large bowl, cream together the butter, sugar, cream cheese, and vanilla until light and fluffy.
Add the dry ingredients to the wet ingredients and stir until just combined. Fold in the chocolate chips.
Spread the batter into the prepared pan and bake for 25-30 minutes, until the edges are golden brown and a toothpick inserted into the center comes out clean.
Allow to cool completely before slicing and serving.
