Preheat oven to 350 degrees F (175 degrees C). Grease a 9x13 inch baking pan.
In a medium bowl, sift together the flour, baking powder and salt. Set aside.
In a large bowl, cream together the butter and brown sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla. Gradually beat in the dry ingredients until just blended.
Press the cookie dough into the prepared pan. Sprinkle with the chocolate chips and press them lightly into the dough.
Bake for 25 to 30 minutes in the preheated oven, or until the top is golden brown. Allow cake to cool in pan.
In a medium bowl, beat the heavy cream, white sugar and cream of tartar until stiff peaks form. Spread over the cooled cookie layer.
Chill cake in the refrigerator until ready to serve.
