In a medium bowl, combine flour, baking powder, salt, and pepper. In a separate bowl, mix together the melted butter, milk, and cheddar cheese.
Combine the wet ingredients into the dry ingredients and stir just until moistened. Spoon the batter into the prepared muffin cups, filling them about 3/4 full.
Bake for 20 to 25 minutes in the preheated oven, or until the tops are golden brown. Allow to cool in the pan for 5 minutes before removing to a wire rack to cool completely.
