Preheat oven to 350°F. Grease and flour a 9-inch round cake pan.
In a medium bowl, sift together the flour, baking powder, baking soda, salt, cinnamon, and nutmeg. Set aside.
In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs, one at a time, then stir in the vanilla.
Add the dry ingredients to the creamed mixture alternately with the apples, beating well after each addition. Stir in the raisins.
Spoon the batter into the prepared cake pan and spread evenly. Bake for 50 to 55 minutes, or until a toothpick inserted into the center of the cake comes out clean.
Allow the cake to cool for 10 minutes before turning out onto a wire rack to cool completely.
