In a large bowl, combine the grated carrots and raisins.
In a small bowl, whisk together the mayonnaise, apple cider vinegar, honey, salt, and pepper. Pour the dressing over the carrots and raisins and mix until evenly coated.
Refrigerate the salad for at least 30 minutes before serving.
Just before serving, sprinkle the chopped parsley over the top.
