Heat oil in a large pot over medium-high heat. Add onion and garlic and cook until softened, about 5 minutes. Add beef, salt, pepper, and red pepper flakes and cook until beef is browned, about 10 minutes.
Add beef broth, tomato paste, Worcestershire sauce, parsley, thyme, and cloves. Bring to a boil, reduce heat to medium-low, and simmer for 1 hour, stirring occasionally.
Add cabbage and diced tomatoes and simmer for an additional 30 minutes.
In a small bowl, whisk together cornstarch and cold water. Slowly stir into stew and simmer for an additional 10 minutes, or until thickened.
Serve hot.
