Preheat oven to 350°F (175°C). Grease a 9-inch (23 cm) round cake pan with vegetable oil.
In a medium bowl, combine the semolina, yoghurt, vegetable oil, sugar, baking powder, baking soda, rose water, orange blossom water, and cardamom. Mix until evenly combined.
Pour the mixture into the prepared cake pan and spread evenly. Bake for 30 minutes or until a toothpick inserted into the center comes out clean.
Let cool for 10 minutes before removing from the pan. Drizzle the remaining syrup over the top and sprinkle with chopped pistachios. Serve warm or at room temperature.
