Preheat oven to 350 degrees F (175 degrees C). Grease a 9-inch square baking pan.
In a medium bowl, stir together the flour, baking soda, baking powder, and salt. Set aside.
In a large bowl, cream together the butter and sugars until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla. Beat in the sour cream and coffee until well blended. Gradually stir the dry ingredients into the wet mixture until just blended.
Spread half of the batter into the prepared pan. Sprinkle with the chocolate chips. Top with the remaining batter. Bake for 35 minutes in the preheated oven, or until a toothpick inserted into the center comes out clean.
Allow to cool before serving.
