Bring a large pot of water to a boil. Add the cabbage and simmer for about 5 minutes, then drain and cool. Carefully separate the leaves of the cabbage, discarding any that are limp or torn.
In a large bowl, mix together the ground beef, ground pork, rice, onion, garlic powder, oregano, basil, salt, and pepper. Place about 1/4 cup of the meat mixture in the center of each cabbage leaf, and roll up. Place the cabbage rolls in a 9x13 inch baking dish.
Mix together the tomato sauce and water. Pour over the cabbage rolls. Cover with foil.
Bake in preheated oven for 1 hour. Remove foil and bake for an additional 15 minutes.
