Heat oil in a large skillet over medium-high heat. Add ground beef, garlic, chili powder, and cumin. Cook until beef is cooked through and lightly browned, about 8 minutes.
Add tomatoes and cilantro to the skillet and cook for 3 minutes more. Remove from heat and season with salt and pepper, to taste.
Spray a baking sheet with non-stick cooking spray.
Arrange bell pepper rings on the baking sheet. Place a spoonful of the beef mixture inside each pepper ring. Top with cheese.
Bake in preheated oven for 10-15 minutes, or until cheese is melted and bubbly.
