In a large bowl, combine the steak, olive oil, soy sauce, garlic powder, ginger and black pepper. Mix until ingredients are evenly combined. Cover and refrigerate for 30 minutes.
In a separate bowl, combine the cilantro, mint, green onions, bell pepper, carrots, red cabbage and snow peas. Mix until ingredients are evenly combined.
To assemble the rolls, place a rice paper wrapper onto a clean work surface. Spread a thin layer of the steak mixture onto the wrapper. Top with a small handful of the vegetable mixture. Fold the bottom of the wrapper up over the filling, then fold the sides in. Roll the wrapper up towards the top until it is completely sealed.
Repeat until all the wrappers and filling are used. Serve immediately.
