In a medium bowl, mix together the cornstarch, sugar, vinegar, soy sauce, ketchup, garlic powder, ginger, and red pepper flakes. Set aside.
Heat the vegetable oil in a large skillet over medium heat. Add the chicken and cook until golden brown and cooked through, about 10 minutes. Remove the chicken from the skillet and set aside.
Add the sauce mixture to the skillet and stir until combined. Add the water and bring to a simmer, stirring constantly. Add the pineapple chunks, onion, bell pepper and cooked chicken. Simmer for 5 minutes or until the vegetables are tender.
