Add the cream and stir to combine. Cook until the cream is hot and beginning to thicken, about 5 minutes. Remove from the heat and stir in the cheddar cheese, Parmesan cheese, paprika, salt, and pepper.
Pour the mixture into the prepared baking dish and spread into an even layer. Bake for 30 minutes, or until the potatoes are fork-tender and the top is golden brown.
Let cool for 10 minutes before serving.
