In a medium saucepan, combine the sugar, corn syrup, cold water, rose water, lemon juice, and cream of tartar. Place over medium-high heat and stir until the sugar is dissolved.
Bring the mixture to a boil and cook for 10 minutes, stirring occasionally.
Line an 8-inch square baking pan with parchment paper. Pour the hot syrup into the pan and let cool for 10 minutes.
Sprinkle the confectioners’ sugar, pistachios, and dried cranberries over the top of the syrup. Gently press them down into the syrup with a rubber spatula.
Let the mixture cool for at least 2 hours before cutting into squares.
