In a large pot, heat the olive oil over medium heat.
Add the onion and garlic and sauté until the onion is translucent, about 5 minutes.
Add the carrots and red pepper and sauté for another 3 minutes.
Add the pumpkin puree, vegetable broth, split peas, cumin, and smoked paprika. Bring to a boil, then reduce the heat and let it simmer for 30 minutes, stirring occasionally.
Season with salt and pepper to taste. Serve hot.
