Preheat oven to 400°F and line a baking sheet with parchment paper.
In a medium saucepan, combine the flour, salt, water and butter. Cook over medium heat, stirring constantly, until the mixture forms a ball and pulls away from the sides of the pan.
Transfer the dough to a bowl and let cool. Once cool, add the eggs one at a time, using an electric mixer on medium speed to combine.
Drop the dough by tablespoonfuls onto the prepared baking sheet, about 2 inches apart. Bake for 15 minutes or until golden brown.
Remove from the oven and let cool on a wire rack.
In a medium bowl, whisk together the cream, sugar, and vanilla extract until light and fluffy.
Fill a pastry bag with the cream mixture and pipe into the cooled pastry puffs.
Serve immediately.
