Preheat oven to 350 degrees F (175 degrees C). Grease a 9x13 inch baking pan.
In a medium bowl, stir together the flour, baking soda and salt. In a large bowl, mix together the melted butter, peanut butter, brown sugar and white sugar until smooth. Beat in the egg and vanilla extract until combined. Gradually blend in the dry ingredients until the dough is well mixed.
Press half of the dough into the prepared baking pan. Spread the jelly over the dough. Crumble the remaining dough over the jelly layer. Bake for 25 to 30 minutes in the preheated oven, or until the top is golden brown.
Allow to cool before cutting into bars.
