In a medium bowl, combine the flour, baking powder, baking soda, and salt. Stir in the melted butter, sugar, milk, and vanilla extract until well blended.
Pour the batter into the prepared baking dish. Drop spoonfuls of fig preserves on top of the batter and spread evenly.
