In a large bowl, combine the pork, cabbage, carrots, scallions, soy sauce, sesame oil, ginger, garlic powder, white pepper, and salt. Mix until everything is evenly combined.
Lay out a won ton wrapper on your work surface. Place about 1 teaspoon of the pork filling in the center of the wrapper. Dip your finger in some water and wet the edges of the wrapper. Fold the wrapper in half so that it forms a semicircle and press the edges together to seal.
Repeat with the remaining wrappers and filling. You should have about 24 pot stickers.
Heat the vegetable oil in a large skillet over medium-high heat. Add the pot stickers in a single layer and fry for about 2 minutes, until the bottoms are golden brown.
Add 1/4 cup of water to the skillet and immediately cover with a lid. Reduce the heat to medium and steam for 5 minutes.
Remove the lid and increase the heat to medium-high. Cook for an additional 2 minutes, until the water has evaporated and the pot stickers are crisp and golden brown.
Serve the pot stickers with soy sauce for dipping.
