Directions
In a large pot over medium-high heat, cook the ground beef, onion, and garlic until the beef is no longer pink, about 10 minutes. Drain off any excess fat.
Add the bell pepper, chili powder, cumin, oregano, paprika, cayenne pepper, salt, and black pepper. Cook, stirring, until the vegetables are softened, about 5 minutes.
Stir in the tomatoes, black beans, red kidney beans, green chiles, and water. Bring to a boil, then reduce the heat to low and simmer for 20 minutes.
