In a large saucepan, combine the jalapeno peppers, sugar, vinegar, cayenne pepper, black pepper, ginger, and cloves. Bring to a boil over medium-high heat, stirring constantly.
Reduce heat to low, and simmer for 10 minutes, stirring occasionally.
Add the pectin, and return to a boil. Boil for 1 minute, stirring constantly.
Remove from heat, and ladle the jelly into hot sterilized jars.
Seal and process in a boiling water bath for 10 minutes.
