Add the cauliflower florets, garlic powder, onion powder, dill, parsley, salt, pepper, and vegetable broth to the Instant Pot.
Secure the lid on the Instant Pot and make sure the valve is set to “sealing”.
Select the manual setting and set the time to 5 minutes.
Once the time is up, carefully quick release the pressure by moving the valve to “venting”.
Drain the cauliflower mixture, reserving 1/4 cup of the liquid.
Add the butter, sour cream, ranch dressing, and reserved liquid to the cauliflower and mash with a potato masher or use an immersion blender to blend until smooth and creamy.
Serve warm.
