Set the Instant Pot to the “saute” setting. Add the olive oil and onions and cook for about 3 minutes, stirring occasionally. Add the garlic, bell pepper, Italian seasoning, oregano, basil, and red pepper flakes and cook for 1 minute more.
Add the diced tomatoes, red wine, and chicken broth and stir to combine. Add the chicken thighs and season with salt and pepper, to taste. Lock the lid in place and set the Instant Pot to manual high pressure for 8 minutes.
When the cooking time is up, quick-release the pressure. Carefully remove the chicken from the pot and shred with two forks. Return the shredded chicken to the pot and stir to combine. Serve warm topped with fresh parsley.
