Remove the core from the cabbage and separate the leaves. Bring a large pot of water to a boil and add the cabbage leaves. Boil for about 5 minutes, or until the leaves are soft and pliable. Drain and set aside.
In a large bowl, combine the ground beef, rice, onion, garlic powder, oregano, basil, black pepper, and salt. Mix until well combined.
Lay the cabbage leaves out on a flat surface and spoon a few tablespoons of the beef mixture onto each leaf. Roll up the leaves and place them seam-side down into the Instant Pot.
Pour the chicken broth into the Instant Pot. Close and lock the lid and set the valve to sealing. Cook on manual high pressure for 10 minutes.
When the cooking time is complete, allow the pressure to release naturally for 10 minutes, then use the quick release to release any remaining pressure.
Serve warm with your favorite side dishes.
