Spread the walnuts on a baking sheet and bake for 10 minutes, or until golden brown. Allow to cool and set aside.
In a medium bowl, mix together the cornstarch, baking powder, salt and pepper. Add the shrimp and mix until the shrimp is well coated.
In a large skillet over medium heat, heat the oil. Once the oil is hot, add the shrimp and cook until golden brown, about 3 minutes per side. Remove the shrimp from the skillet and set aside.
In the same skillet, add the honey, soy sauce and garlic. Cook for 1 minute, stirring constantly.
Add the walnuts and shrimp to the skillet and stir to coat the shrimp with the sauce. Cook for an additional 2 minutes.
Serve hot.
