Preheat oven to 375 degrees F (190 degrees C). Grease an 8-inch square baking dish.
In a medium bowl, combine cornmeal, flour, baking powder, and salt. Stir in butter, buttermilk, and egg until blended.
In a large skillet, heat oil over medium heat. Add onion, bell pepper, celery, garlic powder, paprika, and black pepper. Cook and stir until vegetables are tender.
Stir in shrimp and cook until shrimp are pink. Remove from heat and spoon into prepared baking dish.
Pour cornbread batter over the top of the shrimp. Bake in preheated oven for 25 minutes, or until a toothpick inserted in the center comes out clean.
