Preheat oven to 350 degrees F (175 degrees C). Grease and flour a 9x5 inch loaf pan.
In a large bowl, mix together the flour, baking soda, baking powder, cinnamon, nutmeg, ginger, cloves and salt. In a separate bowl, cream together the oil and brown sugar. Beat in the eggs one at a time, then stir in the pumpkin and milk. Gradually stir the wet ingredients into the dry. Pour into the prepared pan.
Bake for 60 minutes, or until a toothpick inserted into the center of the loaf comes out clean.
