Heat olive oil in a large skillet over medium heat. Add garlic, onions and red bell peppers and cook for about 5 minutes, or until vegetables are tender.
Add marinara sauce, oregano, basil and red pepper flakes and stir to combine. Bring to a simmer and reduce heat to medium-low. Simmer for 10 minutes, or until sauce is thickened.
Season haddock fillets with salt and pepper and add to the skillet. Simmer for 8-10 minutes, or until fish is cooked through.
Serve hot with cooked pasta or rice.
