Heat the olive oil in a large skillet over medium-high heat. Season the roast with salt and pepper.
Place the roast in the skillet and cook for 2 minutes per side, or until browned. Transfer the roast to a roasting pan.
In a small bowl, mix together the minced garlic, butter, and parsley. Spread the mixture over the top of the roast.
Roast in the preheated oven for 1 hour and 30 minutes, or until an instant-read thermometer inserted into the center of the roast reads 140 degrees F (60 degrees C).
