In a medium bowl, combine the flour, brown sugar, oats, butter, cinnamon, nutmeg, and salt. Use a pastry blender or two forks to cut the butter into the mixture until it resembles coarse crumbs. Set aside.
In a large bowl, beat the cream cheese and sugar until light and fluffy. Add the eggs, one at a time, beating well after each addition. Beat in the vanilla.
Spread the cream cheese mixture into the bottom of the prepared baking dish. Sprinkle the cranberries over the top. Sprinkle the oatmeal crumble over the top.
Bake for 30-35 minutes, until golden brown. Let cool completely before cutting into bars.
