Melt 4 tablespoons butter in a medium saucepan over medium heat. Stir in flour and cook for 1 minute, stirring constantly. Gradually stir in milk, and cook, stirring constantly, until thickened. Remove from heat and stir in cheese, mustard, paprika, and Tabasco sauce. Add the crab, celery, onion, and green pepper.
Pour mixture into a greased 2-quart baking dish. Drizzle melted butter over the top and sprinkle with bread crumbs.
Bake in preheated oven for 30 minutes, or until bubbly and lightly browned.
