Preheat oven to 350 degrees F (175 degrees C). Grease and flour a 9x5 inch loaf pan.
In a large bowl, combine the flour, baking powder, baking soda, salt, cinnamon, white sugar, and brown sugar. Stir in the raisins.
In a separate bowl, combine the eggs, milk, and vegetable oil. Add the wet ingredients to the dry ingredients and stir until just blended.
Pour half of the batter into the prepared loaf pan. Sprinkle with half of the cinnamon-sugar mixture. Top with remaining batter and sprinkle with remaining cinnamon-sugar.
Bake for 50 to 60 minutes, or until a toothpick inserted into the center of the loaf comes out clean.
Allow to cool in pan for 10 minutes, then turn out onto a wire rack to cool completely.
