Heat the olive oil in a large skillet over medium-high heat. Add the onion, garlic and bell pepper and cook until vegetables are softened, about 5 minutes.
Add the chili powder, cumin, smoked paprika, cayenne powder (if using), salt and black pepper and stir to combine. Cook for 1 minute.
Add the diced tomatoes, black beans, green chiles, and chicken broth. Stir to combine and bring to a simmer.
Add the chicken and cook until chicken is cooked through, about 10 minutes.
Stir in the fresh cilantro and serve.
