Heat the olive oil in a large saucepan over medium heat. Add the onion and bell pepper and cook, stirring occasionally, for about 5 minutes, or until softened.
Add the garlic and cook, stirring, for 1 minute. Add the smoked paprika, cumin, red pepper flakes, oregano, salt, and pepper, and cook, stirring, for 1 minute.
Add the chickpeas, tomatoes, vegetable broth, wine, and bay leaf and bring to a simmer. Reduce the heat to low and simmer, stirring occasionally, for 15 minutes.
Add the chorizo and simmer for 10 minutes more.
Discard the bay leaf and serve, garnished with fresh parsley.
