Spray a 9 x 13-inch baking dish with cooking spray.
Spread the cooked white rice over the bottom of the baking dish.
In a medium bowl, combine the chicken, cream of chicken soup, sour cream, Parmesan cheese, garlic powder, and black pepper. Mix until everything is evenly combined.
Spread the chicken mixture over the top of the rice.
