Melt 2 tablespoons of butter in a saucepan over medium heat. Stir in flour, and cook for 1 minute, stirring constantly.
Gradually stir in chicken broth and cream. Season with salt and pepper. Cook, stirring constantly, until mixture is thickened and bubbly. Remove from heat, and stir in cheddar cheese until melted.
In a 9x13 inch baking dish combine chicken, broccoli, and cheese sauce. Mix together the bread crumbs and 1 tablespoon melted butter; sprinkle over the top.
Bake in preheated oven for 25 minutes, or until top is golden and bubbly.
